The Department of Finance provides responsible stewardship of the financial resources entrusted to Dinwiddie County Public Schools. Through sound financial planning, accurate accounting, transparent reporting, and effective internal controls, the department ensures resources align with division priorities and are used effectively to support students, employees, schools, and programs.

The department supports the school division's daily financial operations while also providing long-range fiscal planning and guidance to the Superintendent, School Board, schools, departments, and the community. Our work is grounded in accountability, transparency, accuracy, and a commitment to maximizing resources in support of student success.

Responsibilities

The Department of Finance provides leadership and support in the following areas:

  • Budget Development and Management – Coordinates the development of the school division’s annual operating budget and works with schools and departments to align financial resources with division priorities, strategic goals, and student needs.
  • Financial Planning and Forecasting – Monitors revenues, expenditures, enrollment trends, and other financial factors to support both short- and long-term fiscal planning and informed decision-making.
  • Accounting and Financial Reporting – Maintains accurate financial records and prepares reports that provide the School Board, division leadership, state and federal agencies, and the community with timely information regarding the financial position of the school division.
  • Payroll and Employee Compensation – Supports the accurate and timely processing of employee payroll, deductions, and related financial records in accordance with division policies and applicable requirements.
  • Accounts Payable – Processes payments for goods and services received by the school division and works with schools, departments, and vendors to ensure financial transactions are completed accurately and efficiently.
  • Purchasing and Procurement Support – Provides guidance and oversight for purchasing processes to help ensure that goods and services are obtained responsibly, competitively, and in accordance with applicable policies, regulations, and procedures.
  • Grant and Program Financial Management – Supports the fiscal administration of federal, state, local, and other restricted funds to ensure that expenditures are appropriately documented and aligned with funding requirements.
  • School and Department Financial Support – Provides guidance, training, and assistance to principals, bookkeepers, department leaders, and other employees responsible for managing school division funds.
  • Internal Controls and Fiscal Accountability – Establishes and monitors financial procedures designed to safeguard public resources, maintain accurate records, and promote consistency and accountability throughout the division.
  • Audit and Compliance – Coordinates financial information and documentation associated with annual audits and other reviews while supporting compliance with local, state, and federal financial requirements.
  • School Board Financial Reporting – Provides regular financial updates, budget information, expenditure reports, and other fiscal analyses to support the School Board’s oversight and decision-making responsibilities.
